An achievement and lesson of democratic revolution

Main peculiarity of this epoch is that Mongolians can accomplish their democratic revolution without a forcing. The Congress of the USA has been enchanted Mongolian people’s revolution without an aggression, and had adopted a resolution that Mongolians had accomplished a revolution which had been an example for the world. Also European Parliament had adopted a resolution with same content. It’s pleasant to keep in mind that they not only had adopted resolutions, but also they had started to support our country which had entered immediately into democratic way. In my opinion, main issue is that the leaders of democratic force had kept to the principle to accomplish a revolution without an aggression.

Soon after democratic revolution of 1990 Mongolian Trade Union defined itself as an independent organization which represents the working masses, set up again  anew relation with the Government and ruling Party and started organizational reform toward democracy and decentralization. According to the Law on Political Parties of 1990 and its amendment the parties and all public organizations (except Trade Unions) can be organized by only territorial signs, and Trade Unions should work in the enterprises, companies and organizations of any types of property.

Lately it is considered that civic society is responsible for quality and   consolidation of democracy. Especially, followers of Tokwill’s tradition or associations of Neo-Tokwill have been training base of democracy. They consider that civic society supports democratic citizens.                       
Will this idea come true in Asia with poorly developed multi-idea tradition and independence? How is tendency of the Asian peoples’ consolidation and collaboration for common goals and interest?   
In order to answer such questions, for example, will the associations and alliances in the East Asia be training base of democracy, there have been done conclusions for membership level, its tendency and process for support of democracy using facts from surveys of Asian barometer 2005-2007.

Mongolia needs reforms. We have to start to take a lot of steps for political reforms – proportional system, women quota, non-membership party and non-Party public servants. I would not say that being in political platform women will change everything completely, but I hope it will be the one of plenty of works which will reform the political system.

Past ten years the study of governance and of its quality has been extended. The way of determining governance indices and using it in development and loan-assistance policies, and measuring governance overview have been a basic tendency of the governance studies.
The author has explained a conception of good governance, of its measurement and classification, and has defined governance indices, and has concluded some studies of measurement for governance overview. He has noticed an importance of upgrading governance indices drawn up by international research organization and improving the methodology of determining governance indices, and creating a system of indices which will be used for the policy development and its implementation at national and rural rates.

The third significant political force will have reduced the process of concentration in political life if it can exist and serve and the right equality of elements will have formed. Also there will have been right surrounding for growing small parties which are become orderly. Consequently, it’s very important to investigate the reason of this issue, to have a view and orientation of the third force’s influence to political life, its participation and responsibility, and the way and opportunity for its forming.

Ts. Munkhtsetseg, Politician. “Mongolofied Parliament and unruly State Great Hural”
Mongolofied Parliament has a nonexistence right and doesn’t bear the responsibility. The Law of Deg adopted recently is an example for it. It’s difficult to name it Law, because the Resolution of Deg was adopted as a Law of Deg after changing its title. It can be a necessary legal document for forming Parliament’s principles if to attach importance to what. But it hasn’t been noticed by members of Parliament and Parties in Parliament and even by media’s workers.

Ch. Tamir, Tutor of the Department of Sociology, Mongolian National University: “Some questions for making alterations in the Law of Conducting Referendum”
Mongolia is a county with democratic electoral state. Therefore the issues of increasing citizens’ direct and active participation in the process of developing policy have been raised. The Law of Conducting Referendum had adopted in 1995 but it has never been used even in 1999-2000 when the Constitution has been amended. It might be commented for a lot of reasons.

Today we live in the era of rapid changes and reforms that are affecting the communication and perception of the values. As the concequesnce, it’s influencing into the ways of living and the issue of adaptation to the pattern and development is becoming more concerned. Since 1990s mongolians is started to implement a complex reforms within the political and socio-economic sectors. The objective of these reforms is the development of humane and democratic society as sited within the Constitution adopted in 1992. Unfortunately, the issue of the citizens to build and live in this society was never taken into account. While the trend of social development and perception of the certain country is defined by the views, opinions and civil trends of the community members, the most of the world is training its citizens through all stage formal and informal education context as they counting the civic education to be the lifelong education.

D. Bolor-Erdene. Head of Political Sudy Sector, Academy of Science, Ph.D, Deputy Professor. Totalirism in Mongolia: establishment, stages and its features.      
The totalirism is specific political phenomenon and one of the bigger consequences of the XX  century. As the political phenomenon it appeared in some countries of Asia and Europe for the certain period of time. Although it was implemented within the framework of common mode and context, it was coherent with many real factors including the specific certain country’s socio-political condition, features of thoughts and mentality, ways of living and citizenship and specifics of the external influence. It’s appeared in specific forms and types. Concerning the Mongolia, this scheme was repeatedly appeared. Thus the study of Mongolia’s piloted and existed totalitatity system, its formation, stages and features is the crucial important from the theoretical and morality learning. But before the moving to this issue, let’s briefly definy the origin, use and features of the exising definitions.

B. Delgermaa, Ph.D. The existing condition of multiparty system in Mongolia
The specifics of the multiparty system is depending on the following factors including the variety of social interest groups, the existence presidential or parlamentarian types of the governance and the majority or proportial voting system. While within the presidential governance with majoirity voting system is existing very often the two party system is formed. The multiparty system is formed within the system with the proportional voting system and parlamentarian governance.
In case of Mongolia, there is a need to determine the question about the existing governance system through the study at theory and practical level.
